Uh, no Brian. It's not the fact they they did not give him the scrap value. That's up to them and the buyer. It's the fact that they charged him $30 dollars for "tire disposal". So when the dealer signed the certification that says:

"I have not charged the Purchaser any additional fees for participating in the CARS program in this transaction."

they were lying. Let me guess, you were not doing CARS deals at anything less then sticker - CARS and rebates beacuse "they are already getting so much"

I love how some people can find anything to bitch about. So what they didn't give you the scrap value. You got $3500 or $4500 for a car that was probably worth $350 or $450. And for $50 or $100 mark wants you to report them for fraud. Awesome. Way to look a gift horse in the mouth.

Report them for fraud.

"My dealer not only did not give me the scrap value (even though I told them they needed to) they also charged me an extra $30 to dispose of the tires. I bet the scrap yard sells the rims and tires for a $100 or so…"

We have almost 20 deals and none submitted at my two stores. The website and the forms are a joke. If you submit and get kicked out you go to the back of the line. This program will bury some small dealers who deliver 8-10 cars and get stuck for the 35-45000.

Anyone who thinks that the "panic" is being created by car dealers just trying to have a good July...think again. I am just one dealer, but I talk regularly with dealers who own about 30 dealerships collectively. Trust me. We are SWAMPED! Overrun. Overwhelmed. My Toyota store has 75 deals as of Wednesday. We have 55 submitted to the NHTSA site. We have zero approved.

The reason we have more than 35% submitted is because we have people entering deals until 230 am every day.

The 30 dealerships I know have more than 1200 cars sold and are more in the 40% range submitted. If the rest of the country is anywhere close to us it sure seems like a billion will go lightning fast.

I am not saying that there may be a possibility that this will all slow down soon , but PLEASE don't blame dealers for hyping this. I wouldn't pay five cents to promote or advertise for customers. I am terrified that I will not get paid the roughly $300,000 I need to collect from Uncle Sam right now.

Come on out to my dealership and watch people who are working 18 hrs a day to process your deals and tell me you think WE are hyping anything. If the money runs out early it is the dealer who will be screwed.

Trust me, they either will add money to this or it will be over soon. Not saying that to get you in the store either. I don't need anymore deals. I need to get paid on the deals I have already done.

Rod...you can see why we have been writing about this for a few days...we are not trying to create a panic...just doing the math from what dealers are telling us and surveys we conduct.

We believe that the $1 billion will run out quickly. $17 million processed yesterday. $52 million today. Tomorrow?

Once a clunker car is disabled and the application rejected...and a car has been put on the road..now its no longer new....how do you back out the deal?

Picked up my Ford Fusion hybrid Monday night and the Ford sales rep was exhausted. He delivered 4 CFC the first day. I got 41 MPG on my last trip eith the new Ford. My 1996 Mercury Villiager I traded in had 200,000 and rusted through. It was worth less than $200.

I could not be happier.

It appears to me that the NHTSA July 24 rules COMPETELY FAILED to meet the CARS (Cash for Clunkers) law requiring electronic (PRE-SALE) vouchers (Sec 1302 – (a) -(1)) that are necessary for assurance that later submissions that request reimbursement will be honored. That plus the late delay- incurring requirement that vehicles be disabled BEFORE submitting a reimbursement request greatly increases the likelihood of the CARS program being greatly oversubscribed. The rules do not mention CARS vouchers or how over subscription will be addressed.

I suspect the program is already seriously oversubscribed. Our local paper says Dennis Hyundai has already accepted 131 clunkers from Friday to Monday. They don't even yet appear on the dealer list. Ricart imports accepted at least 35 on Friday alone and now tells me they have done over 200 deals. There is only funding for an average of 12 clunker rebates per dealer. Franklin county has about 1Million people and that implies our share of vouchers would be less than 1000 for the entire county. With many other dealers in the county, I suspect well over 1000 deals have already been signed, with many of them not yet reported to NHTSA. Without electronic vouchers being approved before or at the time of the sale, there is huge risk that NHTSA won't even know that there are insufficient funds for the deals that have been made. Dealers can't back out of denied deals after the trade-in vehicle has been destroyed. Who will pay for these unfunded rebates when the shit hits the fan?

In doing my Clunker delivery last night, my Toyota dealer said they are not accepting any new transactions until they submit everything already in queue. The inability to determine 'funds remaining' would sure concern me as a dealer.

Cars.gov website has been udpated to say that there is $858 million left for cars and $74.1 for Catagory 3 trucks. Which is just the back-out for the $17.1 million of funds announced yesterday, since $50 million is for admin.

From the Editor to Fred: (copied from reply on other page)

Fred we are not trying to create a “rush on the bank” but to provide feedback that the NHTSA hotline or the national media is not confirming.

1. Dealers are having a big problem getting trades into the NHTSA system. It boots them out during the submission process.

2. Some dealers that have completed 20, 30, and 40 CARS trades have entered ZERO trades into the NHTSA reimbursement system. I personally know these dealers and they are not lying to me.

3. The numbers that NHTSA announced yesterday are approved sales and not submitted sales.

4. Dealers have written to say that they have input 30, 40 and 50 sales and have gotten ZERO confirmations. That speaks to a backlog issue from the number of sales that were booked starting July 1st.

5. Some Dealers who have done CARS trades are still without a valid login and password as of today.

6. Dealers have no “gauge” of when the money is running out since everyone knows about the backlog and that scares them.

7. Dealers are waiting till they get final confirmation to complete deals and for some consumers, this is a long wait.

The NHTSA has confirmed that 20,000 dealers are registered. 200 dealers today (1 %) have sent us stats and the average number of deals that they have done is 12 sales. Of the over 2,000 sales, only 35% have been submitted to the NHTSA.

So if you can believe that car dealers have at least 12 deals in the pipeline from their local markets, on average, then this program can’t last long. The maximum number of vehicles this program can accomodate is about 240,000.

We have HUNDREDS of emails from consumers saying that they plan to purchase a car in September and October. That in our opinion is a fantasy. We are advising consumers not to wait since additional funding is not a sure thing.

Once the NHTSA figures out how to put up a web server that doesn’t boot dealers off every 20 minutes and once dealers can get their customers to sign all the NEW paperwork that was delivered to them on Friday, the flow of submissions will be significant.

When that happens, the numbers can not justify that the program lasts until September. With that in mind, we are encouraging customers to do the math and make their own decision.

Since we are not a government website, we can speak openly. We were the first to report that Fuel Economy data was changing. We have been the first to break many news items on this program.

We have been following this bill since May so we are not bullshitting anyone here.

HURRY, HURRY, HURRY...

If you don't act now, you'll lose out!!!
Dealerships all around the US are reporting that by this weekend they will have sold 30 cars each under the CARS program.

Oh no, I'll miss out!!! I better rush down and buy a new car today.

MARKETING, MARKETING, MARKETING...

When it comes to the car industry, they will tell you anything to get you to buy a new car. This site is basing their numbers on what the dealerships are telling them. Its in the interest of the dealerships to create this illusion that the piggy bank is going to be empty by the end of this week to help boost their numbers for July. Lets face it, there are only 3 days left for dealers to improve their numbers for July, people have just not been buying cars in the past months. They will tell you anything to get you in!!!! This also explains why the claimed 65% of sales are still offline, they don't exist!!!

Also, this site is a marketing site. Their interest is in making money. The more web hits, the better they can leverage themselves for advertising. Good job guys, you are amazing marketers!!!

My dealer not only did not give me the scrap value (even though I told them they needed to) they also charged me an extra $30 to dispose of the tires. I bet the scrap yard sells the rims and tires for a $100 or so...

We went to 5 dealers looking for the best deal and every single one of them will tell you they have done 30 deals and they are not scrapping them until they have confirmation because they are all worried about the money running out. The Kia dealer here just flat out said they will do the deal but expect to get a call back and have them add the difference back onto the loan.

I don't think any money is left as it is. They need to get it funded more.

How do we really know how much money there is left. We need hard numbers not exstrapulations predicated on a few sales. You need to stop posting this nonsense as it is without true numbers. Even if you come close to the actual date for the cash running it it analagous to throwing mud on a wall- your bound to hit something.

I cannot get a deal done as I do not have the "Pink Slip" (Title paper) I went to the CA DMV and it will take 4 to 6 WEEKS to get it :-(

I have a clear registration but just not the title paper.

They should take care of this problem. I fear all the money will be gone by the time our broke state can issue the proper documentation.

I have checked a number of dealers and they all say the government instructions tie their hands.

This was on Twitter, "Average of 12 sales per dealer store holding very well across ALL brands...if 20,000 dealers are in the game....voila money goes quickly.." This is equal to 96 percent of the money gone (at $4000 per vehicle avg) Who is ever posting this stuff is creating big fear and problems in this program, let's see the facts. How come the auto stocks are still tanking.

Cash for Clunkers does nothing for lowering unemployment and even harms the enviroment. The program in Germany many advocates used as a model failed to state that the EU stopped it because accerlerating the life cycle of a car wastes energy and making a car creates pollution. And this is a fraud waiting to happen of big proportions. I say can Cash for Clunkers NOW. Obama may save his reputation.

Dan, the dealership "has to" provide an estimate for the scrap value of your trade-in vehicle that will be scraped. If they don't they are violating the law and jeopardizing their ability to participate in the program.

Here is the verbiage from the TheRule.pdf (pg 6) (implementation rules on the program)
(4) require that dealers disclose to the person trading in an eligible vehicle the best estimate of the scrappage value of such vehicle and permit dealers to retain $50 of the amount paid for the scrappage value as payment for any administrative costs of participation in the program;

In my opinion this area of trade-in-value is going to be abused. Most people don't know what they really should be getting and somebody is going to be pocketing your money!

I just did a deal in MA. The dealer did not disclose the scrap value to me at all. They are not delivering the vehicle until they get confirmation that the govt is approving the deal. I can understand this.

I think I will wait a bit and see if the dealer discloses anything to me when I pick up the vehicle. Maybe I will wait a few weeks until the dealer sells the vehicle to the scrap yard and then I might be ble to get what the dealer gets (less $50)

The dealer is suppose to give you the scrap value of your vehicle less a $50 administration amount. Here's the law from CARS.gov:

"The program requires the scrapping of your eligible trade-in vehicle, and that the dealer disclose to you an estimate of the scrap value of your trade-in. The scrap value, however minimal, will be in addition to the rebate, and not in place of the rebate."

If did not get the 'net' salvage value of the car that you submitted then you got cheated. File a complaint with the CARS.gov. If found guilty they will pay a $15,000 fine per car sold under those conditions. It's your money and not the dealers. It has nothing to do with the $4,500 that either you or the dealer receives by whatever means. Folks, this is the auto industry who are well known for their crooked dealings. It's a business deal and neither of you owe the other party one dime more or less than what the rules of the program allow.

Actually to refute Dan the dealerships have done little to nothing and should be very grateful to the people buying the cars. The 15K fine sounds contrived and bogus to me.

Many behind the curve dealers for sure who are creating confusion by being backwards and stupid and totally unprepared. Very frustrating if you end up dealing with one.

It is required to tell the customer the scrap value and to give them that so that is a mistake by the dealership probably though major incompetence.

It is required to tell the customer the scrap value and to give them that so that is a mistake by the dealership probably though major incompetence.

heres a thought make the cash fro clunkers deal fopr american based car companys to keep the program alive plus try to get americans to BUY AMERICAN and save the thousands of workers that will soon be out of work. I know the companys have totally screwed up but now that they are being monitered and trying to change, why not try to support them. My dad used to work for GM and is now out of a job, so why not try to help the familys still employed stay employed

the people that are complaining about a couple of hundred dolloars are totally ungrateful and should not even be entitled to this program. your government has stepped up, our tax dollars have stepped up, the dealerships have stepped up, the scrap dealers have stepped up, what have you done, "complain". If there is one small mistake in paperwork or any other minute detail the dealers are on the hook for a $15000.00 fine not you. The scrap dealers are going to the stores to pick up your worn out piece of junk for free, don't you think they deserve something? Stop complaing and be happy you are getting something for nothing

not here. Dealers wouldn't start til Monday & mine STILL hasn't completed it. At this rate, the $'s will last til next year. Always nice to try to do business out in "Hooterville".

I received $50.00 for scrap value for my 1999 Grand Plymouth Voyager SE. I think that is a low ball figure, but I was in no position to argue it so I took it...

I was offered what was told was a flat rate of $30 per 1.5 tons. This was $60 for a 1997 Mercury Mountaineer.
