Karen E says:
If the govt can’t handle a few car rebates how could they ever handle our healthcare?

Ask your grandparents, your mailman, and the veteran who lives in your neighborhood.

As far as your rant against the rule of turning in your clunker (imagine that being a rule in the Cash for Clunkers program), who made you wait until the car you wanted was all sold out?

Nevertheless, there have been a large number of dealers that are blatantly committing fraud by letting the customer keep driving their clunker. Have you called around?

Order a new car but "take possession of the trade-in vehicle"? Excuse me but I only have one car and I rely on that car every single day, how I can give the dealer my clunker and then wait for several days or weeks until the new car arrives? Doesn't anybody else have a problem with this? I can't afford to rent a car, my work schedule does not let me use public transportation and car pooling does not work either because of my whacky work schedule, I can't leave my old car with the dealer! Aargh! I really need a new a car but any car I could possibly consider or afford is out of stock. I am screwed, not fair not fair. If the govt can't handle a few car rebates how could they ever handle our healthcare?

Sorry guys, they should have just said as they advertised. If your vehicle is a gas guzzler, you have documentation that you paid the high insurance rates, regitration, etc. trade it in for a vehicle.... any vehicle that would contribute to reducing the demand on fuel. And Mr. Government.... pay the dealers what you are promoting. I would think that dealers would be happy, they arent losing money, the consumer stimulates the economy a bit, and in end, recycle all that heap of scrap metal to make something better with. But that make too much sense doesnt it?

When this news came out last week, I was delighted to see factory orders were now allowed. So I called my dealer, said "let's do the deal at the price we agreed to yesterday, but do it today for the car that's on its way from Japan." Turns out state laws prohibit sale of a vehicle that's not on the lot. They won't sign any papers with me until then, which means they can't apply for a CARS credit (no binding agreement). Meanwhile, the CARS money is disappearing fast!

Howard,
You can't do a C4C deal until the dealer can get the VIN #. The dealer knows how to get it, but the vehicle has to already be in the production pipeline for him to do so.

real simple, I'm waiting patiently, going to pick my car up all smiles and polite. Then I'm going to sue the ------------ out of my dealer in small claims court where it is real easy for the comsumer to win.

2 weeks and still no delivery, dealer will not deliver car and ford advised to call fraud line. why waste time when there is no enforcement by the government. vouchers should have been given to consumers to avoid dealer abuse.

JDP, if the dealer has the car in stock, when you sign the papers that must give you the car. See www.cars.gov website. It's on page 2 right now.

Drove home my new 2009 outback last night, dealership very helpful with process once the NHSTA posted new guidelines on their website. Received extra $1000 back as orginally submitted as a car vs a suv. Thanks for your help in all your updates. Bill
PS Looking forward to driving it in the snow!!

I was able to get a new car under the CARS program and took delivery last night. The local Toyota dealer where I got my car is following all the rules but told me that they have not been paid for even one of the clunker deals (I think they have done over 300 since July). So they will not do any more deals till payment starts coming in. This dealer is keeping up his end of the deal but the government is making this very tough on dealers.

Lets see, I contacted by email, Gov Rell's office, Sen. Dodds office, Sen Liebermans Office, Sen Harry Reids Office, President Obamas Office, 2 TV Stations WFSB & WTNH, 1 local newspaper and called the hotline. Finally got through on the hotline, they took my name, phone number and the name of the dealership. Still no vehicle. Even after speaking with the Dealership and reminding them of what it says they are supposed to do on the cars.gov website, they refuse to deliver the deal.

ALL of this banter could be circumvented by providing the consumers transparency into the the process above and beyond what is provided at the www.cars.gov website. if we are waiting for "the government", they should provide us access to a read-only report that informs us of every detail the dealership sees. give us transparency, save time effort and money for the DOT OIG and attorney generals, let them get other problems solved. Until I have clear visibility I will keep them involved, its the only thing i got.

I was just on the line with Chevy Customer Assistance. CALL YOUR MANUFACTURER don’t know why I haven’t seen more info like this.

They called the dealership and found out that my process had been rejected and resubmitted. The dealership originally told me that everything was fine and it hadn’t been rejected. caught them in a lie i did. small potatoes but a lie and ultimately the reason nothing has added up i still don’t trust any one source.

what i was JUST told is that there was a failure on oracles part. Oracle made a change to the system that was supposedly going to provide “instant approval”. From what I’m told EVERYBODY in the system up to that point had be inadvertently rejected by a bug injected by the change.

can anybody substantiate this? (please provide phone numbers and web links)

IS IT TRUE THAT THE CAR WE TRADE IN HAS TO BE REGISTERED AND INSURED FOR 12 CONSECUTIVE MONTHS BEFORE IT CAN BE CONSIDERED AS A TRADE IN? I GOT THIS INFORMATION FROM JOHN ROLEYS AUTO CENTER IN LITTLEFIELD, TX.. I WOULD APPRECIATE ANY INFORMATION THAT YOU CAN GIVE ME

Well the newest twist on this is our Dealer says the NADA is in litigation over this newest ruling. Whereas I told him it is not a new ruling, it is just one that they have not been adhering to from the beginning. But they will not release any cars and still claim not one as been accepted and that they do not have to release the vehicle. Still no answers or help for the consumers at all, we have tried to call the hotline but never get through for whatever good that would do and we don't have any recourse but to wait at this point.

Sickened by all of this in Connecticut.

Are deals done/contracts signed before NHTSA releases voucher. What if the dealership says "yes your vehicle qualifies" and later finds out it does not, who is liable the consumer or the dealer?

I signed paperwork and picked up my new Chevy HHR of 7/27. On 7/28 the dealer called and said they needed a copy of my Insurance ID card for the period of 3/37/2008 thru 9/27/2008. I had given them copies of the ones for 3/27/2009 thru 9/27/2009; 9/27/2008 thru 3/27/2009; and 9/27/2007 thru 3/27/2008. The dealer claimed they needed the one for 3/27/2008 theu 9/27/2008 also. I called the Insurance Company and they faxed me a copy right away. I faxed it to the dealer. I called the dealer and asked if they received it and was everything OK now. They told me yes on both account.

I received my loan payment book in the mail last week. The sales person called earlier this week to see if I liked the car. Told him yes and asked if everything was good with my voucher request. I was told everything was fine with mine.

On 8/13/2009, I received a call from the salesperson saying mine had been kicked back due to Insurance varification and they had spoke to my agent and asked me to call him and tell him it was OK to fax them the information they called him about earlier. I spoke to the agent and gave him permission to fax the requested info to the dealer.

I faxed the dealer copies of the last two years (4 ID cards) of proof of Insurance.

The dealer must not have sent all of these through before since they more than satisfied the proof of Insurance requirements. Mine was the first one they did and I feel they must of screwed up submiting the complete Insurance info.

They bring about part of the problems themselves.

I work at a dealership that has mixed thoughts about the program (as do I). If people can come in and order I think that's great, the downfall is that if the dealer can't get the car by the end of the month (which won't happen regaradless if you order one) the consumer wouldn't be able to get any of the incentives for that month, therefore meaning that the paperwork wouldn't be able to be processed until the car is taken at delivery, therefore not making it possible to "order" a cash for clunker transaction with the numbers agreed on at that time. Nice move on the NHTSA's side to make the program even more difficult for the consumer to get the car they want...

@ Ohio Greg....cars.gov has just been updated:

New CARS Guidance

--------------------------------------------------------------------------------

In response to overwhelming interest in the CARS program, NHTSA has clarified that consumers who want to purchase new vehicles not yet on dealer lots can still be eligible for the CARS program. Dealers and consumers who have reached a valid purchase and sale agreement on a vehicle already in the production pipeline will be able to work with the manufacturer to receive the documentation needed to qualify for the program.
-------------------

Note that it says "a vehicle already in the production pipeline"

For those not familiar with the process of ORDERING A NEW CAR...

When you order a new car at a dealer, the manufacturer accepts the order, assigns a VIN (vehicle identification number) to the order, then later builds and ships the car. There's just one problem...it can take a few WEEKS just to get a VIN assigned! And it can take 8+ weeks until the car is actually delivered to the dealer.

QUESTIONS:

1. When does the dealer submit the clunker application?

2. Are the paperwork requirements different for an ordered car?

3. Does the customer surrender their clunker for two months waiting for the ordered car to be delivered?

4. Can the dealer require a CARS approval BEFORE actually placing the order? I can guaran-damn-tee you that SOME dealers are going to lay down that requirement! :-)

400 POUND GORILLA IN THE ROOM:

CARS probably won't pay the rebate until AFTER the new car order has an assigned VIN. This can take weeks in some cases. Even conservative estimates have CARS being out of money by the end of this month. So even if you ordered a car today, CARS will likely be out of money before you get a VIN. :-(

So I would ask... How is ANYONE going to be able to use this option????

Quote from above:
One dealer commenting off the records stated

”I invested over $500,000 to bring in extra cars for the program because I knew it would be popular. I thought that I would have a strategic advantage and be rewarded because my local competition did not stock up. Today’s decision took that away advantage. This is just another example how changing rules have made it difficult for dealers to support the program.”
Unquote.

Hmmm...if that dealer's available-now cars can't compete with other brands that consumers are willing to wait for, maybe that dealer needs to look at pricing, incentives, policies and customer service issues? According to his own words, he expected to sell his cars simply because they were the only ones left available. Cry me a river. Make your vehicles and your dealership attractive to consumers, or lose. Just my opinion, of course.
