		<description>I have ALL my paperwork in order, but my title is &quot;paperless&quot; It is notarized and shows that it is clear of the lien as I recently paid it off yet none of the dealers will accept it.  The dealers all want the actual PAPER title which will take 2-4 weeks to be mailed from the DMV and being in California with extreme budget cuts that timeline will probably take twice as long!  I am ready to buy but can&#039;t because I am at the mercy of the state govt who insists that they have to mail the title to my house and there is no way to expedite the process.  So my title will probably be in my mailbox a few days after the program closes (if the DMV is not behind...wishful thinking).  It is so frustrating.  Not having any cars in stock is also a huge problem because I only have one car that I have to drive every day so I can&#039;t just give the dealer my old car and wait until the new one is delivered.  I can&#039;t afford to rent a car and my work schedule prohibits me from carpooling or using public transportation.  I really do need new car (or at least newer car with better mileage).  HEAVY SIGH

		<description>I suspect Cael does not work at a Dealership or is a salesman!  I think he does not like the cash for clunker program.  Cael is probable a customer who did not have a car that would qualify for the program or was rejected because he did not have proof of insurance or ownership.   The dealer does not get a reduced payment or reduction of the rebate.  If the dealer does not fill out the proper forms and provide all the information the transaction is rejected and the dealer has to refile.  There was no computer error, just slow internet times due to the overwhelming usage for the servers and not enough personnel.  This was a optional program for the dealers to sign up for, not mandatory.  The customer should not sign anything saying they are liable for the $4500 if the Government does not send them their money.  It is up to the dealer to submit the proper paperwork and follow all the instructions.   There is no risk for the dealer if everything is done correctly.  The only problem I have with this Bill is the destruction of the cars or clunkers.  Some of the car are in good condition and should be resold to people who cannot afford new cars or high car payments.</description>

Well, the majority of people buying new cars are NOT having any problems, including myself and my son.  Heck, I did my C4C deal back on July 3 with my Ford dealer, gave me my new car and waited until July 27 to submit the paperwork.  Smooth as can be.  And my son did his C4C deal at a Subaru dealer August 8, smooth also.</description>

What if we had rolled the car and now had to go chase it down and sell it as used now? Also, we would have destroyed that person&#039;s clunker.

The guy at the first dealership was eager to help me until I told him that although I had been driving the car and paying the insurance on it since my mom went into the nursing home a few years ago, I had never had the title changed so that it was in my name.  When he found out the title wasn&#039;t in my name he immediately lost all interest and all the color went out of his face.  When I asked if there wasn&#039;t something creative he could do to work out a deal and get me a rebate, he got a little brusque, and  didn&#039;t even want to consider it.  Struck me as kind of strange that a car salesman didn&#039;t even want to think about a deal that might not be as cut and dried as most.  He did say that he had had a couple of &quot;Clunker&quot; deals rejected by the feds. I purchased my car on July 24th, but didn&#039;t had a paper work that showed I owned the car more than 1 year.  So, the customers need to get that from their Secretary of State prior to going to the dealerships.

After I bought car and drove home, the salesman started sending fax to me.  He said they forgot to get me to sign some documentation because they weren&#039;t aware of C4C government paper.  One of them was I would pay back $4500 if they don&#039;t get the voucher payment from the government.  I added addendum requring them to give me by Caddy back in same condition was I gave to them.  If I&#039;m paying them the money, then I wanted my car back.  This didn&#039;t go well with the salesman.  He said his sales manager would call me, but never did.  I wished they told me this before I signed the paper.  They may have put this in place as &quot;after thought&quot;

From what I understand, the CARS system also rejected thousands of applications last week with no reason. A computer error purged them out accidentally. All of those apps now must be re-submitted and go to the back of the line. That is  not the dealers fault either. What if there was enough funds to pay one of those deals before, but now there is not with your new place in line. Why should the dealer be stuck with that burden.

Why should a dealer risk their future when so much uncertainty looms. We are doing everything in our power to get you your new car just be patient.</description>

<p>I have had customers give us the money in the meantime. Others are waiting to trade cars until their approval comes in. If you have a payment due before you get the car, too bad. You are an adult and have enetered into a finance contract. If you don&#8217;t want to pay interest, pay cash. That&#8217;s what Dave Ramsey tells you to do anyway. I am forthright in giving my customers a realistic timeline for the transaction of possibly over 30 days.</p>
<p>At my dealership we have just learned the hard way that if our customer happens to owe back taxes or child support their voucher is intercepted leaving the dealer holding the bag. We had a $4,500 rebate reduced to $1,800. Regardless of what the public believes, we rarely(almost never) make $2,700 on a new car deal.</p>
<p>From what I understand, the CARS system also rejected thousands of applications last week with no reason. A computer error purged them out accidentally. All of those apps now must be re-submitted and go to the back of the line. That is  not the dealers fault either. What if there was enough funds to pay one of those deals before, but now there is not with your new place in line. Why should the dealer be stuck with that burden.</p>
<p>Why should a dealer risk their future when so much uncertainty looms. We are doing everything in our power to get you your new car just be patient.</p>

We have been amazed and how the prices have jumped up on minivans and the number available has dropped dramatically.  We went to a car auction with a friend of ours who is a car dealer and there were only 4 minivans that met our criteria and they each sold for more than $2,000.00 over blue book.  None of us could believe it.  This cash for clunkers thing has removed much of the market I&#039;m looking for.  I have a large family and I&#039;m having a hard time finding something that can carry all of us. It&#039;s too bad this program has turned into such a negative experience for some many involved.  In the end, I have feeling that this program will have caused more damage than it did good.  I hope we, as a country, learn from this and think twice before rolling out another big government sponsored program.</description>

I am having new windows put in my house and at the end of the year I get to claim a tax credit of $1,500.  I imagine congress considered this but realized that it might not work for many buyers who use financing.

Oh well, I&#039;m still waiting (20 days now) for my salesman to call and tell me they have approval so I can pick up my car.  I guess this isn&#039;t exactly working the way our congresspersons intended.  I wonder if all the big financial institutions had to jump through hoops for the tens of billions of dollars of my tax money they got.  This stupid program is only 3 billion divided amongst all of us.  

I wish I could walk away and start over elsewhere but I am afraid that would cause a lot more problems.  Like what happens when the NHTSA sees that you applied for vouchers at different dealers and using the same clunker.  Sigh, what to do but wait?</description>

And what would stop them from not only collecting the money from me but from the government when it finally does get accepted? Talk about highway robbery! OUr vehicle and money has been held hostage for 18 days now and no one, no one will answer my call for help at all!</p>

We will see, but apparently Michael Vick is more important right now! I have also contacted my rep. Carol Shea Porter and Jeanne Sheehan on Friday to tell them of this.

You need to contact everyone you can think of in regard to this problem.  And that means, naming the dealers as well, that are not following the program.  I understand their issue and don&#039;t blame them for what they are doing, but we need to bring this to national attention if the problem is going to be addressed.  Email your reps as well and demand they respond to this issue.  Hold them accountable to doing their job.

		<description>The dealership I work for is continuing to sell and deliver clunker deals. We delivered our first clunker deal on July 3rd, and continue to deliver today.

We currently have 50% of our clunker transactions approved, of which 32% of those have actually been funded. We submitted our first clunker transaction to CARS on July 28, 2009. Initially, the key to submitting clunker transactions, was to do it in the evening, pacific time, when the website had less of a load.

There has been little movement in clunker deal processing for the last week. If a dealership did not submit transactions till last week, they have likely seen very little approval activity.

I am certain that our dealership will get paid for all of these transactions. Luckily our dealership is in a good financial position. If a dealership was in a tight financial position, lack of timely government reimbursement could create a significant issue which could lead to an out of trust situation.

I have seen the screens they need to fill in the blanks, the documentation they need is very very clear cut, not unfamiliar with what they deal with on a daily basis in dealerships. That they chose not to sit down and carefully address the format in which they were supposed to be doing this should not penalize the consumer or their customers. We have been waiting 18 days to get our vehicle and can&#039;t pull out, cause if we did and went somewhere else it would be rejected as it is still in the pipeline. They thought they were going to make quick easy money off the backs of the consumer and government without having to make an extra effort to do things right. Sorry, what they have to submit is not rocket science. These dealers see this stuff every single day and if not then they should not be in business! The did not have to participate, it was voluntary, and some including GATES GMC Of Windham, Connecticut have chosen to NOT go by the rules. The problem with all this is it is not making it into the NATIONAL MEDIA and it should be. Uncover the flaws, uncover the unsavory dealerships and maybe it will make the consumers lives a little easier. No one from my legislators, the white house, TV Stations and newspapers has even called to see what the story is, even referred them to what was happening by going to the CARS.GOV site. Hotline takes your name, number and the dealership you are reporting. Big deal. Their needs to be NO TRAINING, just a little more careful and following the rules of how it is submitted. Like I said, absolutely no documents that they are not familiar with. I am a document analyst and data entry specialist. These requirements for the deals are cake.</description>
