There is only one website that is the official place to verify the EPA MPG ratings of your clunker: http://cars.gov.

Go to this website to see if your car qualifies. If you need help understanding the EPA charts, click here. Once your car qualifies, you can call a local Fort Worth car dealer or we can assist you and have a dealer contact you.

If your car shows that it is getting more than 18 mpg COMBINED from the government website, your clunker does not qualify regardless if your actual gas mileage is under 18 mpg.
